Evans <br />Director, ewes <br /> <br />TO: Colorado Water Conservation Board Members <br /> <br />FROM: Mike Serlet, P.E., Chief, Water Supply Planning and Finance Section It/f <br />DATE: November 16, 1999 <br /> <br />SUBJECT: Agenda Item ISb - November 22-23, 1999, Board Meeting <br />Water Supply Planning and Finance - Non-Reimbursable Projects <br />Closed Basin Project - Land Acquisition Additional Funds <br /> <br />Introduction <br /> <br />The CWCB staff is requesting an increase in the authorization to the Closed Basin <br />project in the amount of $188,000 for the acquisition of project right-of-way from the <br />Colorado Land Board, to be subsequently assigned to the U.S. Bureau of Reclamation (BOR) <br />for project operation. <br /> <br />Background <br /> <br />In 1979 the General Assembly appropriated $500,000 in SB 79-537 to fund the State of <br />Colorado's portion of a federal water project in the San Luis Valley designated as the Closed <br />Basin project. This money was to meet the state requirements as defined in Public Law 92- <br />524, and Public Law 89-72. The money was to make payment to the Colorado Land Board for <br />certain state owned lands which the BOR would use for well sites, canal, and powerIine <br />easements. Additionally the State of Colorado was required to furnish land and participate in <br />the cost of wildlife mitigation, and project enhancement facilities that were to be used for <br />recreational purposes by the general public. <br /> <br />Through 14 years of construction cost increases due to inflation and subsequent <br />increases to the initial appropriation by SB 86-27 and SB 92-87 the final appropriated project <br />amount was $1,091,000. The total appropriation was to be expended as follows: <br /> <br />Colorado Land Board for Rights-of-Way and Easements <br />Enhancement and Recreation Facilities <br />Total Appropriation <br /> <br />$280,500 <br />$810.500 <br />$1,091,000 <br />
