<br />- 2- <br /> <br />The Board must recommend a non-reimbursable investment to cover the cost of this study to e <br />be included in the 2003 Construction Fund Project Bill. Consultant selection for this project will not <br />include a cost proposal, however will include contract negotiations with the top rated finn. The <br />consultant will be selected based solely on his qualifications and proposed project work plan. <br /> <br />In order to keep the contract negotiations fair to all parties involved it is recommended that <br />the State's budget not be disclosed but rather a; cost range be revealed as a guideline for the <br />interested consultants. Based on preliminary cost ~stimates for the study, staff is recommending the <br />range be set between $0-$500,000. The COl).struction Fund Projects Bill will include an <br />appropriation for "a maximum of $500,000 or such lesser amount as may be necessary for the <br />completion of the project." <br /> <br />Recommendation <br /> <br />Staff recommends that the Board request the General Assembly to authorize an amount up to <br />$500,000, or such lesser amount as may be necessary for the completion of the project from the <br />Construction Fund to be appropriated to the Colorado Water Conservation Board to be expended for <br />the preparation of a reconnaissance level study of the Colorado River Return Project. <br /> <br />e <br /> <br />e <br /> <br />Flood Protection.
