Description of the project plan including a paragraph stating the purposc and primary fcatures of the <br />projcct and a narrative of the tasks to be performed. <br />2. Proposed project schedulc including milestones with datcs and end products. <br />3. Listing of all funding sources that the cntity will use to develop its Water Conservation Plan <br />(including grant monies, entity funds and/or in-kind serviccs). <br />4. The signature of an individual with the authority to commit the resourccs of the entity sccking the <br />grant. <br /> <br />All funded projects will bc required to providc progrcss reports to the Board, via the Board staff, at 50% and <br />95% completion of the Plan. Thc cstimated dates of the progrcss rcports must be includcd in the projcct plan <br />contained in the application. <br /> <br />Applicants are cncouraged to utilize the Watcr Conservation Plan Developmcnt Guidancc Document prepared <br />by thc Officc and posted on the Board websitc as a guide in preparing the application and if awardcd funding, <br />in prcparing the Water Conservation Plan. <br /> <br />a) Timing of Fund Availability- <br />Funds for financial assistance to covcrcd cntities, if available, will becomc available on July I of each year, at <br />which time the Board will entertain applications. The Office will post information regarding thc fund <br />availability, as well as thc status of applications and awards, on thc Board websitc, updated monthly or as <br />conditions warrant. <br /> <br />b) Application and Award Timing- <br />Financial assistance will be awarded, at a minimum, in two phases over the course of the State's fiscal year, <br />based on fund availability and applicant demand. The first phase of awards will bc based on applications that <br />are received betwecn July I and August 31 of each year. The Office or the Board at the Novembcr Board <br />Meeting will commit financial assistance to this set of applicants. If sufficient funding is available, thc <br />sccond phase of awards will be based on applications that are received betwccn November I and December <br />31 of each ycar. The Office or the Board at the March Board Meeting will commit financial assistancc to this <br />second set of applicants, as conditions warrant. Notification of awards will be made in writing within 30 days <br />of thc asso.ciatcd Board meeting. <br /> <br />c) Application Review and Ranking - <br />An Applications Committee consisting of Colorado Water Conscrvation Board staff will review applications. <br />The Applications Committcc will first determine whether applications meet the eligibility requircmcnts <br />specified in the guidelines. The Committee will then evaluatc and rank the applications in accordance with the <br />Application Evaluation Criteria provided in 4(1). Bascd on this ranking, thc Applications Committee will <br />select and award grants for applications under $50,000. A listing of grant proposals that are highly ranked by <br />the Applications Committee and cxceed $50,000 will be providcd to the Board for revicw and approval, as <br />appropriatc. <br /> <br />d) Application Evaluation Criteria- <br />Applicants that meet the cligibility requirement will be evaluated and ranked bas cd on the following three <br />major evaluation criteria (as reflcctcd in Table I): <br /> <br />i) How likely is the applicant to develop and implemcnt a Water Conservation Plan that meets the <br />intent of the Board (see Scction 2) and the Program by increasing meaningful water conservation in <br />thc statc? <br /> <br />Flood Protection.
