Floodplain Management South Platte River Channel Project <br />Right of Way Request. <br />Tape 1, Start/Stop: 2474 - 2650 <br />Action: An error was found in the text: the word "not" is <br />to be added to the last line on page 1 of the Board <br />memo. A motion was made by Allen Davey that the <br />Board approve the easement for Ron D. Koch and Mark <br />A. Small as shown in the corrected Board memo. The <br />motion was seconded by Janice Sheftel and approved <br />unanimously (8-0). <br /> <br />4c. Floodplain Management Statewide River Rehabilitation and <br />Floodplain Management Needs Inventory. <br />Tape 1, Start/Stop: 2650 - 4677 <br />Action: A motion was made by Janice Sheftel that the Board <br />accept the findings of the report, and authorize <br />the Director to communicate with the legislature to <br />figure out if there is a way to initiate a bill for <br />a revolving loan program. The motion was seconded <br />by Ray Werner. The motion was then amended to <br />accept the report with some revisions: to modify <br />the Executive Summary to make it clearer, and that <br />the phrase "stakeholder-driven" be modified to <br />"locally initiated." The modified motion was then <br />approved unanimously (9-0). <br /> <br />5. Office of Water Conservation - Approval of Conservation Plans <br />Tape 1, Start/Stop: 4677 - 4757 <br />Action: It was determined that, since it is relatively easy <br />for staff to determine whether the plans have <br />followed all requirements, there is no need for the <br />Board to take action. <br /> <br />6a. Water Project Construction Loan Program - Changes in Existing <br />Projects Beaver Reservoir Company Beaver Reservoir Dam <br />Rehabilitation. <br />Tape 1, Start/Stop: 4757 - 5320 <br />Action: A motion was made by Ray Werner to accept the <br />staff recommendation to defer this interest during <br />construction payment until November 1, 1998 (and <br />included with the first annual loan payment), but <br />that the deferment was conditional on the Beaver <br />Reservoir Company raising their assessment as <br />indicated in the Board memo for this item.
