At present, CWCB staff does not feel that there is any regional regression
procedure for the Denver metropolitan area that would serve as an acceptable means for
checking District hydrology, so more scientific work remains to be done to deal with this
issue.

.

.

RECOMMENDATION:

The staff recommends that it be authorized to carry out the specific actions listed in the answer to
question # 5 above. The CWCB needs to participate in the finalization of the language of the
CTC agreement and in the development of specific technical procedures associated with the
implementation of the agreement. The CWCB does not need to be a signatory to the agreement
in order to assure compliance with its Rules and Regulations.

Proposed Motion

The Board, having reviewed the Board memorandum summarizing the proposed Cooperating
Technical Communities (CTC) agreement between FEMA and the Urban Drainage & Flood
Control District, now moves as follows: to support the concept of a Cooperating Technical ..
Communities (CTC) agreement between FEMA and the Urban Dramage & Flood Control
District and to authorize the CWCB staff to carry out the specific actions listed under Question #
5 in the DISCUSSION section of the memorandum, in furtherance of the consummation of the
CTC agreement.

Motion By
Second By
For
Against

L:IBoardmem\March 99\24-CTC Agreement.doc

;.
