Within the proposal, it was anticipated that this effort would be a multi-year project, <br />spanning the course of seven years to appropriate approximately 1800 natural lake level water rights in <br />Colorado. <br /> <br />Discussion <br /> <br />At the September 2004 meeting, some of the Committee Members raised questions regarding staff's <br />proposal. Amongst those were questions related to the need or urgency for the protection of natural <br />lakes in Colorado. Staff believes that there are existing and future threats to Colorado's natural lakes <br />which deserve consideration for some reasonable level of protection. To better understand the existing <br />and future threats facing natural lakes, staff intends to discuss the threats facing natural lakes, past <br />protection efforts and potential strategies for the appropriation of natural lake levels at the upcoming <br />2005 Workshop. Staff would also like to ask any interested parties and/or local, state and federal <br />agencies to recommend natural lakes to be placed on the 2005 Work Plan. Utilizing existing funds, <br />staff has the resources to implement a pilot program to begin the appropriation of a limited number of <br />natural lake levels for 2006. It is hoped that through public dialogue and the pilot program, staff will be <br />able to more thoroughly answer the Committee Member's questions regarding natural lake level <br />appropriations. If successful, staff intends to return to the CWCB Finance Committee next year to <br />request funding to continue this effort. <br /> <br />Flood Protection. Water Supply Planning and Finance.
