<br /> <br />Riverside Ditch and Alien Extension Company <br />July 23.24. 2002 <br /> <br />Agenda Item 19b. <br /> <br />Proiect Description <br />. Three alternatives were analyzed in the feasibility study: <br /> <br />1. No Action <br />2. Replace the main trestle ($35,000) <br />3. Replace all 3 trestles($67,000) <br /> <br />Alternative 2, Replace the main trestle ($35,000), would solve the majority of the problems, but <br />would leave the Company to deal with the high maintenance costs of the 2 remaining trestles. <br />Alternative 3, Replace al/3 trestles ($67,000), would complete all needed improvements at this <br />time. This alternative is feasible and is considered the preferred alternative by the Company. <br />The no-action alternative was considered unacceptable since it would leave the Company to <br />deal with the high maintenance costs and water loss associated with the deteriorated trestles. <br /> <br />Selected Alternative 2 consists of replacing 3 existing trestles with 3 separate sections of <br />buried siphon pipeline with a combined total length of 566 feet. The siphons would be <br />constructed of 80 psi rated PVC, and include engineered inlet and outlet structures. The pipe <br />size would vary between 24 and 36 inches depending upon position along the canal and other <br />design factors, and would be capable of carrying the Company's water right. <br /> <br />The implementation schedule calls for completion of financing arrangements in summer 2002. <br />Final engineering design will be completed in summer 2002, and construction will be completed <br />in fall 2002. <br /> <br />. <br /> <br />Financial Analvsis <br />The total estimated cost of the project is $67,000 (including engineering costs). Funding <br />sources are shown in Table 1: <br /> <br />a e : rOJect un ma ources <br />Fundina Source Grant Loan <br />NRCS Plannino and Desion $17,000 <br />CWCS Loan $50,000 <br />Total ($67,000*) $17,000 $50,000 <br /> <br />T bl 1 P" F d" S <br /> <br />(*The RDAEC will cover any costs exceeding the estimated project cost.) <br /> <br />Water is used for agricultural purposes and the Staff is recommending a Small Project loan in <br />maximum amount of $50,000. The recommended loan terms are 30 years at 2.75% or 20 years <br />at 2.5%, at the borrower's option. <br /> <br />Alternative financing sources: The Company actively sought alternative financing. They <br />were able to get an in-kind grant from the NRCS to cover project planning and design (value <br />about $17,000). <br /> <br />Table 2 is a summary of the financial aspects of the project with a $50,000 CWCS Loan. The <br />annual payment would be $2,716 (including the 10% reserve requirement) at the loan terms of <br />2.75% for 30 years. This represents $0.68 per acre-foot, based on average annual diversions of <br />4,000 acre-feet. <br /> <br />e <br /> <br />2 <br />
