On <br />May 17, 1999, President Clinton issued a Presidential Disaster Declaration, DR-I 276-CO, which <br />made 12 Colorado counties eligible for federal disaster assistance, The 12 counties are Larimer, <br />Weld, Elbert, EI Paso, Fremont, Custer, Pueblo, Crowley, Kiowa, Otero, Bent and Las Animas, <br />Some of the counties received disaster relief for public infrastructure assistance (Public <br />Assistance-P A) and some counties received disaster assistance relief for individuals and <br />businesses (Individual Assistance-IA), as well as P A. In addition, Governor Owens declared a <br />State of Disaster Emergency on August 12, 1999 for roads in Colorado's Mountain Counties due <br />to mudflows and landslides.
