Aandahl, assistant secretary for water <br />and power, told the governors that technical studies will <br />be starting points and the proof of the advisibility or the <br />shortcomings of any plan to fill the reservoir. <br /> <br />He thinks the lower basin plan, to provide those <br />states with half of all excess waters released into Lake <br />Mead to provide cheap s~rplus power, will not work. <br /> <br />McNichols sided with the government position and <br />said the plan attempts to set up basin operational assump- <br />tions at this time.
