837

I don't know who the spokesman
for this group is but I would appre-
ciate his taking the floor."

I

Mr. William Eakes, who identified himself as the
Attorney for the Southwestern Water Conservation District,
took the floor and introduced the members of his group to
the Board.

MR. EAKES:

"We are quite concerned with the
San Juan-Chama Project in its effect
on our part of the State and upon cer-
tain of our interests in the San Juan
basin. We are in somewhat of a dilemma
as we certainly don't want to do any-
thing to disrupt the Upper Colorado
River Basin projects; on the contrary,
we want to support them but there are
some rather basic conflicts in this
particular project which gives us con-
cern."

He referred to a letter from the Secretary of the
Interior to the Governor of New Mexico giving the analysis
of New Mexico's use of its share of the water from this
project. Copies of this letter, together with copies of
the letter of transmittal of reports on the San Juan-Chama
and Navajo Projects to the Secretary of the Interior and
letter from S. E. Reynolds, State Engineer for New Mexico,
to the Honorable Fred A. Seaton and Resolution passed by
the New Mexico Interstate Stream Commission were passed
around to the members of the Board by Mr. Archie B. Toner,
Secretary-Treasurer of the Southwestern Water Conservation
District.

I

Mr. Eakes stated that the New Mexico analysis of
the use of her water would leave one Colorado project high
and dry - the Animas-La Plata. He said this project will
irrigate some 80,000 acres in Colorado and only about 20,000
acres in New Mexico. Mr. Eakes pointed out that New Mexico's
depletion of 33,000 acre feet of water is actually a very
small portion of New Mexico's water but that the studies of
the Southwestern Water Conservation District show use of
water in New Mexico that is in excess of their 11-1/4 per
cent.

A letter from the Southwestern Water Conservation
District to the Colorado Water Conservation Board was read
by Mr. Eakes who then handed it to the Director and asked
that it be made a part of the minutes of the meeting. The
letter follows:
