A BILL FOR AN ACT
CONCERNING THE CREATION OF WATER BANKS TO OPERATE IN EACH
W ATERDlVISION,AND, IN CONNECTIONTHEREWITII,MAKING AN
APPROPRIATION.

Bill Summary

(Note: This summary applies to this bill as introduced and does
not necessarily reflect any amendments that may be subsequently
adopted.)

Requires the state engineer to promulgate rules to govern operation
of a water bank to operate within a particular water division upon request
by a water conservancy district or water conservation district located
within such division that agrees to serve as the operator of the bank.
Prohibits the transfer of water through the banks between divisions.
Models the banks after the existing Arkansas river water bank pilot
program. Makes conforming amendments and an appropriation.
