CWCB <br />John Van Sciver ----.J v' <br />Mike Serlet, P.E., Chief, Water Supply Planning and Finance Section#/J <br /> <br />DATE: <br /> <br />November 12,1999 <br /> <br />SUBJECT: <br /> <br />Agenda Item 14a., November 22-23,1999 Board Meeting <br />The Chilcott Ditch Company <br /> <br />--------------------------------------------------------~----------------------------------------------- <br /> <br />Introduction <br />Th~ Chilcott Ditch Company (COC) is applying for a $250,000 Emergency Loan to reconstruct the <br />Company's diversion structure on Fountain Creek. The estimated total cost of the project is <br />$1,000,000. Please see the attached project summary and map, <br /> <br />Backaround <br />The COC, located in EI Paso County, operates the Chilcott Ditch for the benefit of the <br />shareholders by providing direct flow irrigation water. The ditch diverts from Fountain creek, just <br />north of the Town of Fountain, and water deliveries are made through the Company's ditch to the <br />2000-acre service area. The COC diversion was destroyed by a flood in April and May 1999. The <br />structure was breached and about 300 feet of the right abutment was washed away, The COC is <br />eligible for a loan from the CWCS Emergency Infrastructure Repair Account. The COC wants to <br />rebuild the diversion prior to the 2000 irrigation season. <br /> <br />Feasibility Studies <br />This project qualifies for federal funding under the Emergency Watershed Program. John <br />Andrews, P.E. (State Conservation Engineer, USDA Natural Resources Conservation Service <br />(NRCS), Lakewood Colorado) has completed a Damage Cost Estimate and Preliminary Design <br />Report for the project. John Van Sciver will complete the CWCS Feasibility Study using <br />information provided by the NRCS and the Company. The study is in final draft form and includes <br />an assessment of alternatives available for rehabilitation of the COC diversion. <br /> <br />The Chilcott Ditch ComDanv <br />The COC is a mutual ditch company and a non-profit corporation registered in the State of <br />Colorado. There are 16 shareholders and 105 shares of stock. The COC has the power. to set <br />annual assessments to be paid by the shareholders, the power to cut off water deliveries to <br />shareholders that fail to pay their assessments, and the power to offer stock for sale to pay <br />back assessments. <br />
