Governor Corlett <br />seemed to be under somewhat of a misapprehension as to <br />the statement I made here yesterday with reference to <br />this compact. I wish an opportunity to exsmine it <br />because as I view it there are certain features of that <br />cOIDpE\et that may very materially effect the San JUAm <br />River and the San Juan Basin and as a matter of fact it <br />may effect the mole Colcrado River System. I don't <br />want ycu to take the position that we are opposing the <br />compact at this time. I think that possibly scme place along <br />here there should go into tbe recorda of thi a Board the <br />resolution adopted by the San Juan Water Users Assooiation <br />in connection with possible tranemountain diversions.- <br /> <br />It was suggested by Mr. Corlett that a resolution presented <br />by him concerning the Rio Grande Compaet be put over fer <br />future considerati on as suoh a resolution would not be <br />needed until about the time the State Legisle.ture meets. <br />He stated that he desired that Judge O'Rourke should have <br />full opportunitw to study the Compact. Judge O'Rcurke suggested <br />that a resolution passed by the SBll Juan Water Users Association <br />concerning question or the Chema-Sm Juan Trmsmountain Diversion <br />be made a part of the record. There being no objection. said <br />resclution was made part of the reoord of this Board and is as <br />fol101Yll: <br /> <br />.. "WHEREAS. projects have been proposed for tbe diversion of <br />_ter from the San JU!!ll River and its tributaries in <br />Colorado across the COI1tinental Divide into the Rio Grmde <br />Drainage Basin} <br /> <br />AND WHEREAS. there res been heretofore established in the <br />State of Colorado a policy with respect to the diversion <br />of water from one srope of the Continental Divide to the <br />other. evidenced by the prinoiple incorporated in the <br />agreement between interests on the Eastern and Western Slope <br />of the Rocky Mountain Range. and. accepted by Federal <br />enactment appropriating moneys for the cons'\rwtion of the <br />Colorado-Big Thompson project, and <br /> <br />WHEREAS, luoh policy recognizes the principle of proteoting <br />all present and prospeotive uses or water in the basin from <br />which the water is taken end permits tbl f'ullelt utilitation <br />of' the water resouroes of the stater <br /> <br />NOW', THEREFORE BE IT RESOLVED by the San Juan Water Users <br />Assooiation that we endorse the progrem and approve the <br />polioy. heretofore recognized in Colorado as aforesaid, for <br />the greatest utilization of the water resouroes of the State <br />md that diversion of water from the Sm Juan River and its <br />tributaries into the Rio Grande Drainage Basin may be <br />effected on condition that the vested rights. present uses <br />and future develolX'lent wi thin the San JUAm Basin be f'ull1 <br />protected end preserved and on the fUI1her oondition that any <br />suoh diversion be subjeot to the Colorado Biver Compact and the <br />Boulder Canyon Project Act." <br />
