<br />~ <br /> <br />ATTACHMENT 3 <br /> <br />. <br /> <br />FPR 98-470 <br />Floodplain Information Report, Town of Fairplay, Park County, Colorado, <br />September 1998, including the August 5, 1986 Flood Insurance Rate Map for <br />the Town of Fairplay and a portion ofthe April 1, 1987 Flood Hazard <br />Boundary Map for unincorporated Park County <br /> <br />KEY ISSUES: <br />· The FIR contains approximate information for the Middle Fork of the South Platte River and <br />Beaver Creek, which is a tributary to the Middle Fork of the South Platte River. The floodplain <br />information for the Middle Fork of the South Platte River was derived from the town's <br />August 5, 1986 FIRM. Since the area that includes Beaver Creek was annexed to the town <br />after the 1986 FIRM was prepared, the floodplain information for Beaver Creek was derived <br />from a portion of the Park County April I , 1987 FHBM. <br /> <br />· The majority of the floodplain of the Middle Fork of the South Platte River is in a deep gorge in <br />the southern portion of Fairplay. The town's drainage engineering consultant is preparing a <br />detailed hydrologic and hydraulic analysis for Beaver Creek within the current corporate limits <br />as part of an ongoing master drainage plan. <br /> <br />. <br /> <br />· The master drainage plan is analyzing local storm drainage problem areas, including the "Town <br />Ditch"; there is no need to include these local drainage problem areas on the town's FIRM. <br /> <br />· There is an ongoing proposed annexation effort for a property on the Middle Fork of the South <br />Platte River downstream of the current town limits; a detailed floodplain study is anticipated if <br />that annexation proposal proceeds. <br /> <br />. The Town Administrator and the town's consulting drainage engineer requested CWCB staff <br />assistance in the completion of the master drainage plan and in needed improvements to the <br />town's floodplain regulations. <br /> <br />COMMUNITY RESPONSE: <br />The Town of Fairplay sent a letter requesting CWCB designation ofthe town's 1986 FIRM. <br />CWCB staff met with the Town Administrator and the town's consulting drainage engineer <br />and conducted a field review of the map. The Town is supportive of the Board's proposed <br />designation and approval of the 1998 FIR, including the 1986 Fairplay FIRM and <br />appropriate portions of the 1987 Park County FHBM. <br /> <br />SUMMARY: <br />The staff recommends Board approval of the floodplain resolution for the Town of F airplay. The <br />floodplain information contained in the FIR meets the Board's "Floodplain Designation and <br />Approval Rules". The designation will assure that the most recent floodplain information for the <br />. Town of Fairplay complies with state statutory requirements. <br />
