This issue will
fund loans to Greeley ($15 million for treatment pl<imt), Aurora ($15 million for treatment plant), Fort Collins
($5 million for treatment plant), Julesburg ($1 million for treatment plant), Left Hand Water District ($6.6 million
for treatment plant), Grand County Water and Sanitation District No.1 ($3 million for treatment plant) and
Glenwood Springs ($5 million for transmission line).

Based on our "cross-collateralization" pledge betweEln the WPCRF and the DWRF, it is expected that the bond
rating for this issue will be "AAA."

As I have indicated on several occasions over the last two years, EPA has prohibited the funding of dams,
reservoirs and water rights under the DWRF. Recently, in working with the City of Glenwood Springs, EPA
has indicated that diversion structures (dams) may not be eligible for funding as well.

Future Board Meetinas

April 23 - Denver

.-

.

.
