If other measures are determined needed for recovcry prior to the review, they can be <br />added to the RIPRAPaccording to standard pro~dures, If the ProgTllIIl is unable to providc <br />additional RP A elements, which the Setvicc has determined to bc required for the second 60,000 <br />acre-feet, consultation on projects with a federal nexus may be reinitiated in accordance with <br />Endangered Species Act regulations and this opinion's reinitiation requirements. <br /> <br />REASONABLE AND PRUDENT ALTERNATIVE <br /> <br />The following elements either contained in or to be added to the Recovery Program's Recovery <br />^ctiOl1 Plan, will serve as the reasonable and prudent alternative: <br /> <br />Category 1 Depletions <br /> <br />General Recovery Program Support Action Plan <br /> <br />I.C.I Develop enforcement agreement between the 8etvice and Colorado to protect instream <br />flows acquired UDder thc Recovery Program - This item is completed. <br /> <br />m.A.2.d. Close river reaches. to angling where and when angling mortality is detcrmined to bc <br />significant - Colorado has removed bag limits on all nonnative wannwater sportfishes within <br />critical habitat. This item is completed. <br /> <br />m.B,3. Finalize revised Nonnative Fish Stocking Procedures, - Colorado has approvcd the <br />Procedures and an MOA has been completed between the Service and the states. This item is <br />completed, <br /> <br />IV .AA.a.(2) Secure and manage upper Colorado River razorback sucker stocks in refugia - This <br />item is ongoing, <br /> <br />IV .B-2. Design and construct appropriate propagation facilities - Ouray N ationa! Fish Hatchery is <br />nearly complete, Wahwcap and Grand Valley facilities are being expanded, This item is <br />complete and ongoing, <br /> <br />Green River Action Plan: Mainstem <br /> <br />3 <br />
