Voluntary coordinated management of west slope facilities: FWS needs to respond to <br />proposal by 5/4/98. Details need to be agreed upon, <br /> <br />2. Cooperation and implementation of Program from Recovery agreements: Resolve concerns <br />regarding "to the extent that such activities do not impair the yield." [Note: This should be <br />rolled into the discussion of "Voluntary coordinated management of west slope water <br />facilities," (2,A.8c)] <br /> <br />Recoverv Agreements <br /> <br />1, The tenns of the Recovery Agreement are binding on water users. However, the same <br />terms do not apply to other participants in the Program. Water users participation in litigation <br />or other processes could be limited, while other Program participants' participation would be <br />unrestricted. This would put water users at a definite disadvantage that would not apply to <br />other panicipants in the Recovery Program, Or parties outside the Recovery Program. . <br /> <br />2, Recovery agreements: Issues needing to be resolved include <br /> <br />o What is meant by water users not opposing "implementation of Recovery Program as <br />defined in the Recovery Action Plan," (2.A.8,b) <br /> <br />. <br />
