<br />I <br /> <br />I <br /> <br />35 <br /> <br />As the Chairman of the Board, Governor John C. Vivian, was not <br />present, the meeting was called to order by Vice-Chairman Chris Wa11rich at <br />10:15 A.M., Friday, December 6, 1946. <br /> <br />It was announced by the Director that L. Ward Bannister, member of <br />the Board' representing the City and County of Denver, was unable to be present; <br />that Judge O'Rourke, a member of the Board, would be unable to attend the <br />first day's, sessi.on of the Board. It was suggested that Glenn Saunders who <br />was present and represented the Denver Water Board be invited to participate <br />in the meeting for Mr. Bannister; and that Dan Hunter, President of the <br />Southwestern Water Conservation District, who was pres~nt be invited to <br />participate in the meeting for Judg~ O'Rourke. <br /> <br />The Director' pointed out that the principal purpose of the meeting was <br />to consider the report for the Department of Interior, Bureau of Reclamation, <br />entitled "The Colorado River, Comprehensive Report on the Development of the <br />Water Resources of the Colorado River Basin for Irrigation, Power Producti~n <br />~.l.d. ~.ther 3~r!.eri~ial Uses, in Arizona.. Galifornie., Colorade, N-e--\lada, ~~ew' <br />;;o,JG.co, Utah and Wyoming". This report had ~heen considered at the last <br />meeting of the Board and since that time has been under study by the Board's <br />staff. These studies' of the report and a consideration of it at the present <br />meeting were for the purpose of formulating Colorado's comments on such <br />report for submission to the Seoretary of the Interior in accordance with <br />the provisions of Section 1 of the Flood Control Act of 1944. <br /> <br />C. L. Patterson, Chief Engineer pf the Board, was called upon to make a <br />presentation of the results of the study. Mr. Patterson stated that an <br />informal committee consisting of Director Stone, R. J. Tipton, Consulting <br />Engineer, Jean 5. Breitenstein, Attorney, and himself as Chief Engineer of <br />the Board, hed held conferences to consider what should be contained in <br />Colorado's comment.s. He said that he had made notes and had arranged the <br />conclusions of this informal committee for presentation to, and discussion by, <br />the Board; and pe explained that he wanted it understood that there may be <br />items which had been overlooked and matters which should be included at the <br />suggestion of the Board members. Mr. Patterson summarized th~ conclusions <br />of the committee for presentation to the Board as follows: <br /> <br />Colorado statement or comments, pursuant ~o Chap. 665. Pub1io <br />Law 534, 78th Cor~., 2d Session (58 Stat. 887). <br /> <br />1. Compliment Bureau on large volume of valuable data asseMbled. <br /> <br />2. At same time reco~mend that Colorado objects to somA of the <br />plans and proposals of the ~eport, as herein later more fully set <br />forth, and recommends that the proposed report be amended before <br />being adopt~d by the Seoretary of the Interior an~ before being <br />tranmnitted to Congress. <br /> <br />3. Colorado concurs in the proposal of the report which <br />recommends that appropriations to the Department of Interior be <br />approved by Gongress, fnr use by the Bureau, to continue and expedite <br />its detailed investigations of potential projects. Colorado asserts. that <br />the so-called potential projeots listed in the report should be <br />designated an inventory of possible projects, or a list of <br />
