They contained lists of recommendations and conceptual charts that <br />often ended up on dusty sh~Jves. Since then we have learned that, though <br />there are times for charts:and analysis, the real key is changing what people do. <br />We now prefer that 'repor:l:s' he simple, straightforward and not distract from the <br />real purpose - making speCifiC decisions about the work that will actually b~ <br />done, and holding peopJe:accountable to do it.
