Box 25486 <br />Denver Federal Center <br />Denver, CO 80225 <br /> <br />Dear Ralph: <br /> <br />At the February meeting of the Platte River Cooperative Agreement Governance <br />Committee, you proposed language regarding payment of property taxes in response to a <br />request form the Land Committee for additional guidance on this issue. At that meeting, I <br />indicated I was unable to agree to your proposal until the matter could be considered <br />further within Colorado. I also expressed reservation about making commitments on the <br />property tax issue until the Governance Committee had addressed the "third party impacts" <br />question. <br /> <br />In light of recent discussions on this matter in Colorado, Colorado would agree to the <br />following concept: <br /> <br />Colorado agrees that it will pay, for property used for Recovery Program <br />pwposes and which is owned by it or by an entity in which it has <br />appropriate control and recoverable equity, an amount that is equal to the <br />property taxes which would otherwise be assessed on such property if it <br />were owned by a private party.
