As the Board is going to be <br />asked in the near future to sign a recovery agreement, and it was agreed <br />that the Board should be better informed. To this end, a workshop was <br />suggested either from 8:00 tolO:00 a.m. on the first day of the September <br />meeting, or to set a separate date. There is already an August 31 Fish and <br />Wildlife meeting set, so by the end of August the agency should know <br />where the Bureau of Reclamation stands on this issue. The CWCB will <br />investigate the best date and time for all involved, and will set a meeting <br />date and time. <br /> <br />13i(m).Colorado River Basin Issues - Long Term Funding Authorization for the Colorado <br />River Recovery Program <br />Tape 1, Start/Stop: 6288 -7031 <br />Tape2, Start/Stop: 0001 - 0322 <br />Action: A motion was made by Patricia Wells that a letter be sent requesting a <br />hearing, and that Board testimony be prepared. The motion was seconded <br />by Don Schwindt and approved unanimously (9-0). The Board also <br />accepted in concept a blended rate between agriculture and municipal <br />rates and to add language to the MOD about adjustment, and directed the <br />staff to bring back a proposal on what this rate would be. The Board also <br />discussed having the flexibility to extend loan periods beyond 30 years <br />while increasing the interest rate, and to give incentives for early payment. <br />It was proposed that a loan contract would provide that if full payment had <br />not been made by 2030, then there would be an increase in the interest <br />rate. <br /> <br />13j(aa).
