<br />promising Yellow Jacket alternatives, the Board will be in a <br /> <br />position to discuss with the public and private beneficiaries of <br /> <br />future development feasibil i ty and des irabil i ty of a cooperative <br /> <br />water resources development program. <br /> <br />The Board realizes that there are substantial issues <br /> <br />concerning the interpretation of the water right decrees held by <br /> <br />the Yellow Jacket Water Conservancy District. The transfer of <br /> <br />these decrees to new points of diversion, storage, and use would <br /> <br />raise additional issues. However, until studies have proceeded <br /> <br />to the point that major technical questions have been resolved <br /> <br />the best means of storage and use cannot be determined.
