Yellow Jacket
Draft
1/4/83

Mr. Ted L. Strickland
President of the Senate
Colorado General Assembly
State Capitol
Denver, CO 80203

Mr. Carl B. Bledsoe
Speaker of the House of Representatives
Colorado General Assembly
State Capitol
Denver, CO 80203

Gentlemen:

Section 7 of S.B. 439, 1981 Session (Chapter 426, Session

Laws of Colorado 1981) directed the Colorado Water Conservation

Board to study the Yellow Jacket project, which project would be

located in the White River Basin above the confluence of piceance

Creek with the White River. The Board contracted with

International Engineering Company, Inc., to perform the study,

the executive summary of which is enclosed herewith. The full

report is being printed and will be transmitted subsequently.

The Yellow Jacket study has proceeded in three steps. In

the first step, 16 potential reservoirs and various combinations

thereof were cursorily examined. A preliminary screening of

these yielded eight potential projects consisting of one or more

reservoirs. In the second step, these eight potential projects

were briefly analyzed and compared. Based on these evaluations,

three alternative projects, each consisting of a single

reservoir, were selected for more detailed analysis in the third

and final step of the study.

190
yj/d
