Bledsoe <br />Speaker of the House of Representatives <br />Colorado General Assembly <br />State Capitol <br />Denver, CO 80203 <br /> <br />Gentlemen: <br /> <br />In 1981, the Colorado Water Conservation Board took the <br /> <br />initiative in focusing attention on the water development funding <br /> <br />issues confronting Colorado. The Board began by establishing new <br /> <br />cr iter ia for the select ion of projects to be financed by the <br /> <br />Board's construction fund. These criteria were ultimately <br /> <br />incorporated into statute nea~ly verbatim. <br /> <br />The Board followed this first step with the development of a <br /> <br />position on the Domenici-Moynihan legislation then pending in <br /> <br />Congress. This legislation would have significantly changed the <br /> <br />approach to federal water project development. <br /> <br />Next, the Board recommended to the General Assembly that $25 <br /> <br />million be made available for" front-end" cost-Sharing on the <br /> <br />Narrows and Animas-La Plata federally authorized projects. This <br /> <br />ultimately resulted in the General Assembly authorizing the <br /> <br />Colorado Water Resources and Power Development Authority to <br /> <br />consider these two projects. <br /> <br />190 <br />fild <br />
