APPLICATION FOR FEASIBILITY STUDY
ORCHARD CITY IRRIGATION DISTRICT

JANUARY 6, 1983

Introduction

The Orchard City Irrigation District is the owner of the
Fruitgrowers Reservoir, which is located in the Harts Basin about
a mile away from Eckert and Orcharo City. Fruitgrowers is an
offstream reservoir, which is filled from water in Surface Creek
by way of Alfalfa Ditch and from water in Dry Creek by way of the
Dry Creek Transfer Ditch.

Project

The present reservoir has a storage capacity of 4,400 acre
feet of water. Sy increasing the height of the dam by about four
feet, the District's consulting engineer has determined that an
additional 1,500 acre feet of storage could be gained. A new
spillway would also have to be constructed. The project would
help the irrigators of the District, who now have to pump water
from the Gunnison River, by allowing them to irrigate by
gravity.

A prp-liminary cost estimate of construction is about $3
million. It is anticipated that matching funds for the construc-
tion of the project could become available from the Federal
government through the U. S. Bureau of Reclamation. The antici-
pated cost share would be fifty-fifty.

Discussion

Subsequent to recelvlng the District's application for assis-
tance, the staff has conducted a field investigation of the
existing project. Also, additional data concerning the project,
including present water rights, were reviewed.

It is concluded that the proposed enlargement of the embank-
ment and the new spillway are covered by 37-60-121(1)(b)(1),
Colorado Revised Statutes 1973, as amended, which pertains to
construction of projects, "which will increase the beneficial
consumptive use of Colorado's Compact entitled waters."

The requested feasibility study will cost not more than an
estimated $7,000. The District is asking for Board funds for 50
percent of the cost, i.e., $3,500. It is expected that the
feasibility study will identify in detail the construction
requirements and costs of the proposed project.

FHMP
orch/city
