"Mr. Chairman, I have something that I
would like to say about this. These experiment
programs have been going on, I feel, at a
fairly accelerated rate since World War II.
As this gentleman stated, the study and experi-
ments will never be completed, but I think
there are volumes of material that would justify
some approaches to enhancing the rainfall in
our area more than others. This reflects on
cloud masses, temperatures. and so forth. I
wouldn't want this to conflict with your target
areas as far as your existing experiments are
concerned, but I think that this Board and the
State of Colorado, all of the western states,
should encourage programs to be initiated,
using the best methods as far as your results
show in areas that wouldn't conflict with your
experimental areas. In the meantime maybe we
could relieve some of the water shortages during
this interim period.

There have been many questions raised
about stealing one state's water by milking
its clouds before they get there and so forth.
But I think the figures will show that less
than five percant of the cloud masses, or
moisture masses, that go across the continental
United States precipitate any moisture at all.
I think this is an erroneous assump~ion that
we are stealing someone else's water. Colorado's
position has been in the past that we would
like to encourage weather modification programs
that do not conflict with your existing exper-
iments but do utilize the best methods that
your records show so far. If this is possible,
we would like to see some of this going on
before 1972."
