ECKLES: <br /> <br />"Mr. Chairman, I have something that I <br />would like to say about this. These experiment <br />programs have been going on, I feel, at a <br />fairly accelerated rate since World War II. <br />As this gentleman stated, the study and experi- <br />ments will never be completed, but I think <br />there are volumes of material that would justify <br />some approaches to enhancing the rainfall in <br />our area more than others. This reflects on <br />cloud masses, temperatures. and so forth. I <br />wouldn't want this to conflict with your target <br />areas as far as your existing experiments are <br />concerned, but I think that this Board and the <br />State of Colorado, all of the western states, <br />should encourage programs to be initiated, <br />using the best methods as far as your results <br />show in areas that wouldn't conflict with your <br />experimental areas. In the meantime maybe we <br />could relieve some of the water shortages during <br />this interim period. <br /> <br />There have been many questions raised <br />about stealing one state's water by milking <br />its clouds before they get there and so forth. <br />But I think the figures will show that less <br />than five percant of the cloud masses, or <br />moisture masses, that go across the continental <br />United States precipitate any moisture at all. <br />I think this is an erroneous assump~ion that <br />we are stealing someone else's water. Colorado's <br />position has been in the past that we would <br />like to encourage weather modification programs <br />that do not conflict with your existing exper- <br />iments but do utilize the best methods that <br />your records show so far. If this is possible, <br />we would like to see some of this going on <br />before 1972." <br />
