The proposal will help <br />to create a more efficient discharge in the Rio Grande and will provide additional data for <br />the Rio Grande Decision Support System. The San Luis Valley GIS/GPS Authority <br />GIS/GPS Authority encourages the Colorado Water Conservation Board to review the <br />proposal carefully and recommends the approval of the project. <br />The mission of the San Luis Valley GIS/GPS Authority is to design, develop, <br />implement and maintain a seamless GIS/GPS database across the six counties that <br />comprise the San Luis Valley. The six counties, twenty-six municipalities, businesses, <br />private citizens and federal agencies will utilize these GIS coverages to be more <br />effective, efficient and better informed. The Authority is designed to be a self-sustaining <br />enterprise and not a taxing authority. Shared services and costs with the users of the <br />Authority's services are designed to provide the Authority with an operating budget. <br />Already, the GIS coverages used by the Authority are numerous, such to the extent that <br />private contractors, contracted to provide GIS coverages for the Rio Grande Decision <br />Support System, have been contacting this office for access to these coverages. <br />The San Luis Valley GIS/GPS Authority is available to assist the San Luis Valley <br />Water Conservancy District in any GIS/GPS needs. The Authority can assure <br />compatible data formats with other projects such to insure that new data generated by <br />this project is seamless with existing or newly generated data. Perhaps more <br />importantly, the Authority is well positioned to prevent a redundancy or duplication of <br />GIS coverages, thereby preventing potential duplicated costs. <br />I am available to address any questions or concerns regarding this proposal and <br />commend the San Luis Valley Water Conservancy District for their vision and foresight <br />demonstrated in this proposal. <br /> <br />Sincerely, <br /> <br />~.a <br /> <br /> <br />Dr. AW.
