The Director suggested that he believed it would be well to add Cleland N. <br />Feast, Director of the Colorado Game and Fish Department, to the Committee. <br /> <br />It was moved by Judge Dan H. Hughes and seconded by George A. Pughe <br />that Cleland N. Feast, Director of the Colorado Game and Fish Department, be <br />made a member of the Policy and Review Committee, Gunnison River Storage. <br /> <br />On vote being taken, the motion was carrie~unanimously and declared adopted. <br /> <br />The next order of business was Item 10 on .the agenda, "Report on Laramie River <br />Negotiation between Colorado and Wyoming." <br /> <br />The Director announced that Jean S. Breitenstein would make this report. <br /> <br />Mr. Breitenstein made a brief report concerning the conference held at Laramie, <br />Wyoming between Colorado and Wyoming on July 28, 1951, when it was agreed that a further <br />conference would be held on October 2, 1951. L~. Breitenstein explained .that <br />an engineering committee consisting of R. Li. Gildersleeve, Chief Engineer of the Board, <br />and H. T, Person of I.yoming had been set up to review certain studies which Colorado had <br />made on the justification of t~e State's effort to increase the use of Laramie River <br />water in Colorado ,vithin the natural basin. This committee was expected, he said, to <br />conclude its review and be ready to report at the next meeting betvreen tha two states on <br />October 2, 1951. He expressed the view that progress was being made. <br /> <br />The next order of business was Item 8 on the agenda, "Report on Efforts to Secure <br />Authorization of the Collbran Project, Colorado, and Status of Efforts to SeClITe Amen~d <br />Authorization of the Paonia.Project, Colorado." . <br /> <br />The Director reported that the Bureau of the Budget had released its report on the <br />Collbran Project and had recommended certain changes relating to the repyament of project <br />costs. The Director further explained that he understood the Bureau of Reclamation felt <br />that the Bureau of the Budget's requests could be complied with. He also pointed out <br />that the Interior and Insular Affairs Committee of both the House and Senate had held <br />.hearings on the project about ten days ago. Representatives from Grand Junction area <br />and the P;Lateau Valley, together with J. G. "fill, Secretary and General Counsel of the <br />Upper Colorado River COmmission, had appeared before the Committees a.~d offered testi- <br />mony in support of the project. These committees expected to resume hearings on the <br />proposed project when representatives of the Bureau of Reclamation will be heard. The <br />Director further stated that he had been unable to attend these hearings because of a <br />conflicting commitment, but he had prepared and submitted for the record at these hearings <br />a statement on behalf of the Colorado Water Conservation Board,supporting authorization <br />of this project. <br />
