"28

At this point Glenn G. Saunders, attorney of the Denver Water Board, appeared at
the meeting. The V ice Chairman asked if, in view of the absence of Teller Ammons, mem-
ber of the Board from Denver, it would be agreeable for Mr. Saunders to sit on the Board
for Mr. Ammons for the present meeting. There was no objection and Mr. Saunders assumed
place to participate in the deliberations of the Board.

Discussion ensued relative to the action that the Board should take with reference
to modification of the United States Supreme Court Decree on the North Platte River
because, among other things, of its relation to the Glendo Project proposal.

I

. .
The Director explained that, under- the Supreme Court North Platte Decree, the
State of Colorado was required each year to make a report to the other states and to
the United States upon the area of land irrigated in Jackson County, Colorado from the
North Platte River, the total amount of North Platte River Water stored in Jackson
County and the total amount of water exported out of the Basin of the North Platte River
and its tributaries in Jackson County, Colorado, to other stream basins; and the Direc-
. tor suggested that the last report on this matter (period October 1, 1949 to Septeinber 30,
1950) be inserted in the record. This was ordered and is as follows:

Total area of land irrigated in Jackson Count.1,
Colorado, from the North Platte River and its
tributaries - - - - - - - - - - - - - - - - -

131,249 acres

Total amount of water stored in Jackson County,
Colorado, from the North Platte River. and its
tributaries - - - - - - - - - - - - - - - - -

6,943 (acre feet)

Total amount of water exported out of the basin of
. the North Platte River and its tributaries in
Jackson County, Colorado, to any other stream basin
or basins - - - - - - -- - - - - - - - - - - .2,200 (acre feet)

Director Stone called attention to certain matters which should be considered
by the Board before any action was .taken. Among other things, he called attention
to the concern of those interested in the production of hydroelectric energy on the
North Platte, particularly the R.E.A. organizations. He also mentioned that the
contemplated sixty days for submission of State comments, to be requested later by
Region 7 of the Bureau of Reclamation, and said that it might be well to consider
whether or not any action should be taken until a definite request for informal
State corrunents was made by Region 7.

Dan B. Hunter,. Chairman of the Executive Board of the State R.E.A. organization
of Colorado, stated that although the R.E.A. organization would like to see the Glenda
Project constructed, its members have no desire whatsoever to see the construction of
any reservoir that would be injurious to the State in the protection of its water
supplies, and rights ~~d interests in interstate waters. He said that the R.E.A.
organization of Colorado desires to secure. all the electric power it can, but cer-
. tainly does not wish that to take place at the injury of the State of Colorado.

John A. Cross, member of the Board from Northeastern Colorado, expressed his
belief that the Board should go on record as requesting the office of the Attorney
General to take such steps as may be necessary to reopen the United States Supreme
Court Decree on the North Platte and instruct the Attorney for. the ~ard to co-
operate with the Attorney General's office to secure modification of such decree.

I
