Based on review by the City's
independent design consultant, ECI, of Greenvillage, Colorado, several design changes were
recommended to more fully address off-site drainage concems. These design changes include the
construction of an adjacent HDPE lined ditch running along the entire length of the spillway, in
conjunction with drainpipes installed below frost line. The Contractor has indicated that these
design changes will result in a cost overrun of approximately $50,000, making the total cost for the
spillway work $380,263. Additional design fees associated with the spillway modifications were
$10,000.

AdditioTlal costs due to chanf!es instituted bv the State Enf!ineer 's Office:

Accurate and consistent accounting of inflow, outflow, and reservoir levels is required for
the City of Idaho Springs to preserve their existing water rights. The rernote location of the
reservoir and its inaccessibility during the winter months prevents accurate monitoring and
recording ofthis data.

With the support of the State Engineer's Office, the City will install a remote telemetry
monitoring system to record daily flows and re~ervoir levels. Data will be recorded using pressure
transducers connected by cable to a solar powered transmitter site, that is downloaded to a central
processing site. The City has obtained a cost proposal of $45,387 to install the telemetry
monitoring system.

The following is a summary of all additional cost incurred by the City of Idaho Springs and
its Contractor:

Original Cost
Estimate

Actual Cost
Incurred

Variance

Harrison Western Const.
* Embankment Rehabilitation
* Spillway Rehabilitation
City ofldaho Snrinl!s
* Planning and Engineering $95,825
* Const.lnsp.lContigencies $130,925
* Telemetry Monitoring System $0

$523,250
$350,000

$680,000
$380,263

$156,750
$30,263

$140,825
$132,960
$45,387

$1,379,435

$279,435

$45,000
$2,960
$45,387

Totals:

$1,100,000

Based on the additional costs as illustrated above, the City of Idaho Springs is requesting
75% of the total additional project cost incurred, for an increased loan amount of$21O,000.

Paragraph (2) of Section 1 ofHB 00-1419 aIJows that loans made by the Colorado Water
Conservation Board may be increased or decreased as may be justified by "reasons of ordinary
fluctuations in construction costs as indicated by the engineering cost indices applicable to the types
