"I don't get the impression that every-
one is agreed that the objectives of the
bill are identical with what Mr. Aspinall
says they are and I think it would be a little
hazardous to say we agree with the principle
of the bill at this time. It would be better
to say that we agree that some vehicle of this
nature may be necessary and we're very interes-
ted in it and interested in helping to write
one: that we referred it for specific consid-
eration - or I should say - re-referred it to
the Investigation Commission for the prepara-
tion of specific amendments which will make
the bill the kind of thing we think is necessary. 'I

"That's a good question."

"I can only answer that by citing some
history. One is, as I understand it, this
bill was presented by Congressman Aspinall
without comment. I don't know if you normally
present a bill which you support very strongly
without comment or if you submit comments
along with it when you present it. The other
thing is that he has made statements in public
meetings that he is in accord with the objectives
of this bill. That's as far as I can go in
picking Aspinall's mind and say what he's
thinking. "
