SAUNDERS: <br /> <br />L/ 1"3 <br /> <br />do that would be to propose specific amend- <br />ments to accomplish the specific objectives <br />that we have in mind. <br /> <br />I would make the suggestion that the Direc- <br />tor write to Mr. Aspinall and express our inter- <br />est in the matter; that we are looking into <br />some specific amendments to accomplish purposes <br />which have been suggested as being necessary. <br />And I think that. s the extent to which we should <br />go at this time. <br /> <br />There's one question that I'd like to ask. <br />What is the situation as far as the Congress is <br />concerned? Will there be a hearing on this <br />thing before our March meeting?" <br /> <br />"Mr. Chairman, could I speak on these things? <br />These things that have just been said, I think, <br />are basic and qUite important. I'd like to call <br />attention to the last sentence of the report offered <br />for your consideration. That sentence is 'Colorado <br />stands ready to marshall the best informed opinion <br />in the state in order to make its own fair contri- <br />bution to the perfection of the best possible <br />national water legislation'. Now the very reason <br />for that sentence was to meet the very need that <br />Judge Conour sees in this matter, that this matter <br />is not finished at this point. The idea of the <br />Commission was that it would be desirable for this <br />Water Board to immediately announce that this <br />matter is of great importance to Colorado; that <br />there are fundamental principles which need to be <br />looked into; but that details of wording are some- <br />thing that should have the most profound consider- <br />ation. <br /> <br />Now I believe that Mr. Miller has come up <br />with a positive suggestion which calls for some <br />additional words at the end of what was submitted <br />to you; that it would be met by the addition of <br />these words or something similar to this. We <br />could add at the end of that, after the word <br />'legislation' the words 'which is greatly needed <br />and desirable' so as to point out that it is the <br />position of Colorado that we should be perfecting <br />the best possible national water policy legisla- <br />tion which is needed and desirable.
