some other state has other use for it, that
theirs too will be represented. Therefore,
it is legitimate for us to demonstrate in a
statement of COlorado's position what we think
is the highest order of priority.

The other thing that I would like to say
is that the statement that has been given you
here was drawn by the Investigation Commission
with a view to having something that you could
actually sit dOWn with and say 'How much do we
want to change this statement?' It's awfully
hard at a meeting of this kind to start from
scratch and the Investigation Commission had
no thought of endeavoring to impose its judg-
ment on this BOard but rather sought to give
you some specific language with which to work.
I have found two slight inaccuracies, by the
way, but these can be given to Mr. Hamburg.. A
word left out and one change. But those are
small.

Now I think that the Water Board ought also
to know that the Investigation Commission, at
the time of its meeting, had sufficient repre-
sentation to represent every type of use in
Colorado - domestic, irrigation and mechanical -
and that all sections of the state had their
views represented and that we were quite unani-
mous. And when John Barnard, Sr. and I get in
a meeting and are unanimous, it must be pretty
good."
