HAMBURG: <br /> <br />'l.F/~ <br /> <br />opportunity to get a national law, a United <br />States law, that emphasizes the participation <br />of the states in the formation of a national <br />water policy and that whatever language needs to <br />be put in here to accomplish this objective <br />should be done. <br /> <br />Now I am not critical of the work of the <br />Colorado Water Investigation Commission. I <br />think it has tended to emphasize the fears and <br />negative aspects of the things and it has not <br />considered too much in detail the positive <br />part. Apparently everyone has agreed that has <br />spoken so far that we need a national water <br />policy. That this is long overdue and that <br />something should be done about it. We question <br />whether this particular act accomplishes that <br />objective. <br /> <br />I would hope that in the action taken by <br />the Board, that some language could be added to <br />whatever we finally consider and adopt here that <br />we are in favor of a national water policy: that <br />we are in favor of an active, day-to-day partici- <br />pation by the states in the formation and im- <br />plementation of that policy and that this bill <br />represents an opportunity to accomplish that <br />general Objective." <br /> <br />"Any other comments from members of the <br />Board? I just might say a few things. <br />It must be realized that these were only recom- <br />mendations. As to the comment on paragraph 1 <br />where priority of uses are set up, I think <br />Governor Johnson has already answered that. <br />I think the Commission was looking at it from <br />the reclamation states viewpoint, and not <br />necessarily saying that this should be for the <br />whole nation but that these priorities that the <br />states have established themselves should be <br />recognized.
