One further comment I would like to make
on the Investigation Commission report. It
involves that portion of the report where a
presidential Commission in various fields o(
water use should be created as an advisory
group to the President. I .am in complete agree-
ment with this and I think that the mechanism
for representation on this sort of a group
already exists in national organizations through-
out the country. I would like to name two or
three of them just for illustrative purposes.
certainly the National Reclamation Association
knows what the needs for reclamation development
are. As we get into the field of municipal and
domestic uses, the American Water Works Associa-
tion, which is a national organization, is cer-
tainly well qualified, technically and by exper-
ience to determine these needs. The matter of
water quality is one that certainly could be taken
care of by the American Sewer Works Association.
These are people who are concerned all the time
with water quality. So there are organizations
in existence which could do all of these things.

The thing I think which must be determined
and a question frankly which I have not been able
to resolve from any recommendation, is this, that
the agencies which are contained in this bill to
constitute the advisory council to the President
are the action agencies of the federal government.
They are the agencies which do these things and
which build these projects. An advisory commis-
sion could not be an action agency of the federal
government. I think there is a place for both of
them in here and as to what it is in detail I
just don't know and would not be prepared to make
any recommendation."

Senator Johnson, do you have any comment
you would like to make on the Investigation Com-
mission's report?"

GOVERNOR JOHNSON: "Yes, I do have comments I'd like to make,
Mr. Chairman. First, I want to say that I am in
complete accord and heartily endorse the program
for working out a national program. I think this
is a matter that has been neglected far too long.
