<br />2770 <br /> <br />One further comment I would like to make <br />on the Investigation Commission report. It <br />involves that portion of the report where a <br />presidential Commission in various fields o( <br />water use should be created as an advisory <br />group to the President. I .am in complete agree- <br />ment with this and I think that the mechanism <br />for representation on this sort of a group <br />already exists in national organizations through- <br />out the country. I would like to name two or <br />three of them just for illustrative purposes. <br />certainly the National Reclamation Association <br />knows what the needs for reclamation development <br />are. As we get into the field of municipal and <br />domestic uses, the American Water Works Associa- <br />tion, which is a national organization, is cer- <br />tainly well qualified, technically and by exper- <br />ience to determine these needs. The matter of <br />water quality is one that certainly could be taken <br />care of by the American Sewer Works Association. <br />These are people who are concerned all the time <br />with water quality. So there are organizations <br />in existence which could do all of these things. <br /> <br />I <br /> <br />The thing I think which must be determined <br />and a question frankly which I have not been able <br />to resolve from any recommendation, is this, that <br />the agencies which are contained in this bill to <br />constitute the advisory council to the President <br />are the action agencies of the federal government. <br />They are the agencies which do these things and <br />which build these projects. An advisory commis- <br />sion could not be an action agency of the federal <br />government. I think there is a place for both of <br />them in here and as to what it is in detail I <br />just don't know and would not be prepared to make <br />any recommendation." <br /> <br />MR. STAPLETON: <br /> <br />"Thank you, Mr. Kuiper. <br /> <br />Senator Johnson, do you have any comment <br />you would like to make on the Investigation Com- <br />mission's report?" <br /> <br />I <br /> <br />GOVERNOR JOHNSON: "Yes, I do have comments I'd like to make, <br />Mr. Chairman. First, I want to say that I am in <br />complete accord and heartily endorse the program <br />for working out a national program. I think this <br />is a matter that has been neglected far too long. <br />
