<br />471 <br /> <br />I <br /> <br />owners of the Skyline Canal and the Laramie <br />Tunnel (community of ownership now exists <br />between them), on the one hand, and the owners <br />of the meadowlands, on the other hand, then <br />created a modus of operation under which they <br />agree that each one will take 1(2 of the total <br />amount allotted to Colorado, that the irrigators <br />can postpone as late as possible the opening of <br />their headgates thus saving water for later use <br />in the summer until they reach a maximum of <br />19,325--the figures may be off a little--and <br />that the other 1(2 will go to the total of . <br />Wilson Supply Ditch, Skyline Canal and Laramie- <br />Poudre Tunnel. That has been lived up to and <br />continued from year to year since that time with <br />dissatisfaction to all. As you see, that restricts <br />the Skyline and the Wilson Supply Ditch and the <br />Laramie-Poudre Tunnel to very much less than the <br />35,000 acre-feet they thought they were getting <br />under the Supreme Court decree. They are thus <br />getting much less water. - .. _ ,,- . ~ From the <br />view of the meadowland users, there is not enough <br />for 4,200 acres of land. The amount to the <br />owners is about 4 and a fraction acre-feet per <br />acre per year. With the high altitude they have <br />there and immediate runoff, they need at least a <br />headgate diversion of 8 acre-feet per acre per <br />year to be able to operate instead of 4.04 acre- <br />feet. Hay tonnage has been very low and they <br />have suffered. The only parties benefited by <br />this plan are irrigators in Wyoming. Under quite <br />dry conditions, there is 85% immediate return <br />flow from those lands. Consumptive use is 15%. <br /> <br />I <br /> <br />"This Board has several times sanctioned <br />negotiation by the Director and by the Attorney <br />for the Board with Wyoming to try by compact to <br />settle this matter and arrive at a division of <br />water which will allow a program to go into <br />effect whereby a reasonable amount of water <br />would be given to those hay meadows and where <br />transmountain water owners in the Laramie- <br />Poudre group would get an approximation of the <br />amount they were supposed to get under the first <br />Supreme Court decree. It will be difficult.to <br />re-open. Wyoming will not make concessions. <br />
