<br />I <br /> <br />I <br /> <br />was not to exceed 6,200,000 acre -feet <br />available for use in the Upper Basin <br />States, and that amount must necessarily <br />be reduced by whatever amount might be <br />required to flow downstream to supply <br />the Mexican Treaty obligations. In my <br />opinion, the only amount of water which <br />could ever be used by the Upper Basin <br />States had been allocated in perpetuity <br />under the Compact, and it was a misrepresen- <br />tation to assert that the Lower Basin <br />States could obtain any right to or priority <br />for said water by any kind of use in the <br />Lower Basin." (Page 11) <br /> <br />Mr. Bailey asked if there were any other corrections. <br /> <br />It was moved by Mr. Pughe and seconded by Mr. Dutcher that <br />the minutes be approved as corrected. <br /> <br />Upon vote being taken, the motion was carried unanimously <br />and the minutes declared approved as corrected. <br /> <br />4. Laramie River Case <br /> <br />Mr. Bailey announced that the next item would be the <br />Laramie River Case and called on Mr. Roberts to discuss it. <br /> <br />MR. ROBERTS: <br /> <br />"I would be glad to discuss that Project. <br />I want to disclose fully our position in <br />this matter. Our law firm has been <br />employed by the owners of the greater <br />part of the meadow lands which lie along <br />the Laramie River in Colorado and are <br />irrigated from that source, to review <br />whether any legal action can be taken <br />to improve their position. One of my <br />partners, J. Churchill Owen, is an owner <br />, of a ranch on the Laramle River and has <br />a personal interest as well in the group <br />of meadow land owners.
