<br />490 <br /> <br />Committee should meet in Salt Lake City with the <br />Upper Colorado River Commission and suggest that a <br />minimum budget of $100,000, Colorado's share being <br />one-fourth of the total am~~,to be used by the I <br />Public Relations Committee under the - direction of the ~. <br />Upper Colorado River Commission. Mr. Snyder stated <br />that the Committee felt this money would be expended <br />wisely by one trained in this field. He further <br />stated that they felt it was not a matter we should <br />approach the Legislature with; that if we get "grass roots" <br />support, it should be sponsored and financed with "grass <br />roots" support. <br /> <br />He stated if there is no difference on the viewpoint <br />of this money being raised from other than the Legislature, <br />that we do have a harmoniuos point of view. <br /> <br />Mr. Snyde'r explained further his ideas on the <br />organization of a "grass roots" committee. One suggestion <br />which he had was that this organization be called the <br />"Aqualantes" and that there should be some sort of <br />identification, such as a lapel button or membership <br />card, which might bear the inscription, "I am an <br />~qua'1ante" . <br /> <br />As to how the money should be expended, Mr. Snyder <br />reported as follows: <br /> <br />MR. SNYDER: <br /> <br />"This shoula be done under the competent <br />supervision of one qualified in the <br />field of public relations'. First, <br />through a type of brochu~or booklet, or <br />something of that nature which ~ives them <br />a talking point~ It should originate <br />first in the different communities, where <br />each. State Board is located, so that we <br />have a cross-section of the entire <br />populace of the States. The organization <br />should include farmers, ranchers, <br />businessmen, educators, school groups~ <br />labor organizations and similar groups. <br />Such a program can, of course, excite <br />your imagination. It should actually <br />become a true grass roots organization. <br /> <br />I <br />
