"Probably they would not be restored
to 35,000; Possibly redetermination of
use along the Laramie would show that
instead of being 35,000, it should be
nearer 33,000. I do not say it would
not be possible. The contemplated
victory would be a partial victory
rather than a complete one."

"I might tell the Board that when
Dean Crawford called me, a few questions
came to mind which I placed in that
letter. I understand that you and the
Attorney General and some of the others
met yesterday and discussed some of
these questions. One question was whether
this might lead to re-opening of the
entire matter."

"We should not be blind to that possiblity.
That would be one pattern of defense'
which might be made by Wyoming. It would
be well, for that reason, to have the
Engineer of this Board make a survey of
fact in Wyoming to find out whether there
are any facts which, if it were reopened,
could be exploited to our disadvantage.
The preliminary opinion is that there is
no evidence in Wyoming of similar hardship."

supplies were over-estimated in the
