Stream and Lake Protection - Instream Flow Appropriations

GENERAL BACKGROUND

As per Rule 5.21 of the Instream Flow Rules, adopted by the Board, the attached stream segments
are being proposed for the Board to declare its intent to appropriate. These segments have been
reviewed by CWCB staff to ensure each flow recommendation and data set is complete and standard
methods and procedures have been followed. In addition, staff has completed its map work and
initial water availability studies,

Staff has identified 7 stream segments in Water Division 3, 12 stream segments in Water Division 5
and 2 stream segments in Water Division 6 (White River Basin) that are ready for the Board to
declare its intent to appropriate. These segments are located in Saguache, Rio Blanco, Garfield,
Eagle, Routt and Pitkin Counties, Some stream segments noticed on the November 2002, Agenda
were withdrawn from instream flow consideration, at this time, due to water availability concerns
(Le. Brook and Raspberry Creeks).

TECHNICAL INVESTIGATIONS

The executive summary reports of technical data, contained in the Instream Flow Recommendation
Notebook, forms the basis for the staffs recommendations.
