Walcher <br />Executive Director <br /> <br />FROM: <br /> <br />DATE: <br /> <br />January 13, 2003 <br /> <br />Dan McAuliffe <br />Deputy Director <br /> <br />SUBJECT: <br /> <br />Agenda Item 15 - January 22-23, 2003 Board Meeting -_ <br />Chatfield Downstream Channel Improvement Project Easement Request <br /> <br />Introduction <br /> <br />At the November 6-7, 1995 Board Meeting, approval was given by the Board to grant requests for <br />easements in CWCB's right-of-way along the Chatfield Downstream Channel Improvement Project <br />(project) on a case-by-case basis. In addition, at the November 21, 2001 Board Meeting, the Board <br />adopted the "Easement Guidelines for the Chatfield Downstream Channel Improvement Project" dated <br />November 2001. The Staff has received an inquiry from the City of Englewood, Colorado regarding a <br />Koran/Koran Proposal, Littleton, Colorado on behalf of Ron Koch and an easement request from Xcel <br />Energy, Littleton, Colorado. <br /> <br />Discussion <br /> <br />Ron Koch Inquirv/Situation - This inquiry is from the City of Englewood regarding a redevelopment <br />proposal of the Ron Koch site and does not appear to impact the CWCB land. However, the CWCB is <br />an interested party because of the potential impacts to the CWCB land, At the present, the CWCB <br />situation is that the existing operation is trespassing on to the CWCB lands which include the storage of <br />materials and vehicles on the CWCB ROWand their entrance roadway is on the CWCB lands. The <br />existing Koch operation is trespassing on CWCB lands. The City of Englewood, Colorado has much <br />concern regarding the existing operation and will not consider a Redevelopment Proposal until the <br />existing operation is cleaned up and a good neighbor environment created. In short, the Ron Koch <br />landscape operation is a MESS! <br /> <br />XceI Energv Request - This request is for the relocation of an ingress and egress roadway serving their <br />electrical transmission line. <br /> <br />The Xcel Energy application is incomplete at this date and the applicant recognizes that they cannot <br />have an acceptable easement application to staffby the CWCB January 2003 Meeting. <br /> <br />Flood Protection.
