I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

~

SECTION 7

CONCLUSIONS AND RECOMMENDATIONS

.

Based on the data and analysis presented in this report, the following conclusions and
recommendations are presented:

1. Available water rights to those entities expressing interest in acquiring and
utilizing reallocated storage space in Chatfield Reservoir are sufficient to allow
these entities to make efficient use of at least 20,600 acre-feet of reallocated
Chatfield Reservoir storage.

2. If the new HEC-5 modeling runs by the Omaha District, U.S. Army Corps of
Engineers for investigating Chatfield Reservoir, Bear Creek Reservoir and Cherry
Creek Reservoir system operations indicate potential for reallocating more than
20,600 acre-feet of storage in Chatfield Reservoir, the analysis described in this
report for determining the effects of reallocating Chatfield Reservoir storage
could be repeated for a larger reallocated storage pool.

3. Operation of reallocated storage in Chatfield Reservoir to meet Denver Water's
demand schedule produced the greatest average increase in Chatfield Reservoir
water surface elevations (approximately 9 feet for the 20,600 acre-feet reallocated
storage pool) and operation for the South Metro Water Users resulted in' the least
average increase in water surface elevations (approximately 3.5 feet for the
20,600 acre-feetpool). These average increases of9 feet and 3.5 feet are on top
of the fluctuating Denver Water operations pool.

4. It will be necessary for those entities who are concerned with increased reservoir
water surface elevations in Chatfield Reservoir resulting from storage reallocation.
to carefully review the results p:resented in Figures l-E through 15-E herem to
determine the increased frequency of higher reservoir water surface elevations.

5. During the study period, there are drought years in which there was no water
availabie for storage in the reallocated storage pools. During these drought years,
consequently, there would be no effect on reservoir water surface elevations
from reallocation of storage space.

.

.

P:\Data\GEN\CWCB\Chatfield\Report12.02\Report12.02.doc

19
