<br />Mr. S~arks: I have one. As I recall, some years ago there was some <br />thought of enlarging the boundaries of the La Plata Water Conservancy <br />District. What is the status of that at the present time? . <br /> <br />Mr. Maynes: We have not continued with those efforts, pending a def:L- <br />nite report, Mr. Sparks. The district will have to be enlarged before <br />we sign the repayment contract with the United States government. <br /> <br />Mr. Stapleton: Are there any other questions? <br /> <br />Thank you very much, we appreciate your appearance. <br /> <br />Mr. Kroeger: David Herrick and Bruce McAfee, representing the Dolorell <br />Project. <br /> <br />Mr. McAfee: Thank you, MY.". Chairman, members of the Board, I am lSruce <br />McAfee, J;'resident of the Dolores Water Conservancy District, with. . <br />offices in Cortez, Colorado.' The District is pleased to have this <br />opportunity to ad~ress itself to the continuation of construction on <br />the Dolores Project. We, among other delegates here in Washington are <br />pleased to note the Presidenf's recommended budget provided funds_ <br />nearly adequate for all our Colorado projects. However, we desire to <br />point out:tothe Board that the Dolores Project has not been sufficiently <br />funded for the upcoming fiscal year, as the project is in somewhat a <br />unique position with j oint efforts of the Ute tribe of Indians and the <br />Dolores Water Conservancy District to build projects for the benefit of <br />both entities. - <br /> <br />I <br /> <br />As you may be aware, the Dolores Project received a rating of national <br />urgency from the National Resources Congress on February 15, 1975. It <br />was the consensus of the Congress that the Dolores Project should <br />proceed with all due haste, for if it is possible for the Indians and <br />non-Indians to cooperate to the benefit of both parties the water needs <br />of the Dolores Water Conservancy District and the Ute Indians must be <br />met in the construction of our project. <br /> <br />It was the consideration of the WatEr Resources Congress that, if <br />Indians and non-Indians could successfully sponsor a project such as the <br />Dolores Project, then changes could be made involving water needs of <br />other Indians and non-Indians. In view of the urgency of completing <br />the Dolores Project as soon as possible, both non-Indians and Indians <br />should receive their water as soon as possible. . <br /> <br />In joint cooperation and planning of local, regional and the Washington, I <br />D. C. Bureau of Reclamation personnel, we of the Board have worked out <br />a schedule whereby the district will be able to expend funds for the <br />examination.of sites and the purchase, if necessary, of right-of-ways <br />during the next fiscal year. <br /> <br />Our schedule. ~or the construction o~ the Dolores Project calls for <br />completion of the environmental assessment, cost estimates, definite <br />planning reports, and drafting environmental impact studies by mid- <br />July, 1975.
