I

I

wonderful bounty of nature's giftS from the iand, we must have a long-
range dependable supply of water.

I have oeen the young people in our area leave the farms because they
have not been able to make a living. The construction of our project
would certainly reverse this trend, and encourage more of our young
people to gain the experience and education needed to successfully feed
our nation.

Not only is the project desperately needed, but it is a multi-purpose
project which is very unique for the following reasons: First, there
will be an on-stream power plant which will supply the power to pump the
water from below the City of Durango to the dry side. This will insure
that the Animas reaches the City dfDurango undiminished with its rec-
reational potential intact.

Second, these projects will supply domestic water to Durango, Aztec and
Farmington, as well as provide irrigation.

Third, the propO:?ed reservoir will not only supplement the river during
any d~ought times, but will also provide a recreation area. These
changes have resulted in great part because of ideas initiated by local
residents.

The Animas-La Plata Advisory Committee has been meeting for the last
two years to develop a project plan which will, best meet the needs of
all our people. The support of the local people has never waivered, and
we hope that your support for our project will continue to be as strong
as it has been in the past. We appreciate very much the support that
we have received from the State Water Board and from our friends around
Colorado.

I don't really remember how many times the people in my area have dug
in their pockets for funds to pay for these trips back to Washington so
that we could show our continued support for our water project. I do
know that every time we have been requested, we have been here to say
again and again how badly we need tl-e Animas-La Plata Project.

If we are to ever realize the hopes and aspirations of our generation
for the benefits which have been denied us,bllt which we ----j": f'Jx our
children and their children, we must have water. Thank you very much.

Mr. lf~ynes: I call on Mr. Taylor.

Mr. Taylor: My name is Bob K. Taylor. I have been farming in the
Animas-La Plata area for thirty years. I am a member of the Board of
the La Plata Water Conservancy District. Our project has been in the
deve~opment stage for nearly forty years. My dad was here in Washington
some 35 years ago to seek funds to build a storage dam on the La Plata
River. The dam was never built and we are still stru3gling under
severe water shortages that can only be met by diverting water from the
Animas River. The Animas-La Plata Project will accomplish this.

-35-
