I

I

share of the Upper Colorado water in the area from that source.
moreent we are looking at the Juniper as an essentially Colorado
without the direct involvement of Utah.

Mr. Crandall: I think that will need some attention as we proceed with
the study. We will in the study look at the agricultural water needs
as well as for other purposes.

At the
project

Mr. Sherman: Has the City of Craig given you any indication what its
projected municipal water needs will be?

Mr. Pughe: I think it is certainly under study. I don't think we have
found our full parameter of what we are going to need. It is certainly
a concern.

Mr. Sherman: The Juniper Project would be used in part to meet the
municipal water needs of the City of Craig?

Mr. Pughe: Well, probably as it applies to the Great Northern Basin,
it is of course only 30 miles downstream from Craig, so that it would
provide part. We are looking at the Lower Yampa Project, rather than
the Juniper Project, as the Bureau refers to it; so you would have the
water upstream available for municipal water for Craig.

Mr. Fetcher: Mr. Crandall, did I understand you to say that the fea-
sibility study on both the Yampa and Yellow Jacket are proceeding under
the Western Resources Study without any special, additional appro-
priations?

Mr. Crandall: There is $200,000 in the 1976 budget for this, Mr.
Fetcher. If Congress acts on this budget favorably, we would be pro-
ceeding as soon as the appropriations are available.

Mr. Stapleton: Any further questions?

Mr. Fetcher: Have you got the manpower to do the job, the additional
work?

Mr. Crandall: We have the technical manpower resources to accomplish
this work. You should recognize that we always have the choice as to
whether we seek outside help through contractors, or whether we employ
people and do it ourselves. But we do have the option and essentially
two capabilities. We are contracting about a third now of our inves-
tigation work in the current year, in order to accomplish it without
having to endure the waiting time of staffing, and things like that.

So, we are using all the resources to get the work done. I think we
are keeping on track.

Mr. Sherman: Do the Yampa 1 and 2 projects at this point have sufficient
water to meet the projected needs?

Mr. Pughe: I'm sure that the water capability -- Mr. Moses is sitting

-33-
