<br />I <br /> <br />I <br /> <br />comprised actually of two conservancy districts, one is the Great <br />Northern Water Conservancy District, and the other is the Juniper Water <br />Conservancy District. Tony Angelo is President of the Juniper Water <br />Conservancy District. Do you want to make your comments, and then I <br />will make some additional comments. <br /> <br />Mr. Angelo: The Juniper Water Conservancy District and the Great <br />Northern Water Conservancy District of Northwestern Colorado, are two <br />districts on the Lower Yampa, now in the middle of development in North- <br />western Colorado. It is our contention the funds should be in the <br />budget for the completion of the feasibility study for the Juniper Water <br />Conservancy District. <br /> <br />Mr. Pughe: I think the Board is aware, and I am aware of the fact that <br />to complete the Juniper is going to require two additional years by the <br />Bureau. The figure was not in the last two years' budgets to complete <br />that, so that the Juniper statement of the Lower Yampa Project should <br />be, I think, included in the Lower Yampa Project. <br /> <br />Now, because of the fact that we are in such an impacted area from the <br />point of view of oil shale and coal, the Department of Interior has <br />undertaken now, I think, a three-county wide environmental impact study <br />to try to coordinate the needs of all the coal projects in that area, <br />rather than looking at them on a one-by-one, each coal company basis, <br />to try and have a regional-type study. That has commenced by the <br />Department of Interior, and how long that is going to take - we have <br />had a coal conference about three weeks ago with the coal companies, <br />and they welcome an area-wide study to try to get coordination between <br />all of them. What effect that might have on the Juniper Project I <br />don't know, but I believe under our present posture it's bound to <br />involve a lot of input for the deve~opment of the Juniper, utilizing <br />water for the agricultural and other aspects of it. <br /> <br />I would urgently request that we try to keep that money in the budget, <br />so that the project can be completed because we do not have any other <br />projects. As this Board knows, and it is my opinion that the Yampa <br />and White sort of serve as a water bank for the State of Colorado. I <br />hold the position each river is entitled to full and equal development <br />in terms of the State water policy, and all the rivers are not developed <br />to the exclusion of one or two. We have certainly been late in getting <br />funds for the development in Northwestern Colorado. We would like to <br />get our share because we are in what I consider the center of the energy <br />area. <br /> <br />Mr. Stapleton: In terms of municipal and irrigation, what do you think <br />is going on about now? <br /> <br />Mr. Pughe: Well, the last I saw from the Bureau, there was the Yampa <br />resources for the Great Northern, the Savery-Pot Hook, and also <br />apparently they have now changed from looking at the California Park <br />reservoirs, gone to a lower reservoir. That reservoir would provide <br />municipal water for the City of Craig which at this time does not have <br />any off-stream storage other than water tanks, water that comes di~ectly <br /> <br />-31- <br />
