Are there any other members at the table who would like to <br />speak at this time? <br /> <br />Mr. Aspinall: Yes, I have. I have members of the Colorado River Board <br />with me, and I don t know who is going to make the presentation - you <br />represent half of Western Colorado, I suppose. So, Mr. Chairman, <br />Mr. Fischer, the Executive-Engineer of the Colorado River Water Con- <br />servation District. <br /> <br />Mr. Fischer: Mr. Chairman, members of the Board, I appreciate very much <br />the ad hoc promotion that my friend, Wayne Aspinall, has given me here <br />on the spot. <br /> <br />Mr. Chairman, members of the Board, the Colorado River Water Conservation <br />District has directed that this statement be submitted for the record <br />at this time. Mr. Allen Brown, the President of the District, and <br />myself, the Secretary-Engineer of the district appear to present that <br />statement. Mr. Chairman, I believe that the members of the Board have <br />a copy of the statement of the Colorado River Water Conservation Dis- <br />trict. <br /> <br />First, I would like to express our thanks to this Board for the oppor- <br />tunity to present this statement and our cupplemental comments. <br /> <br />Our request is that the Board support and testify for the funding of <br />eight proposed Bureau of Reclamation projects. Shown below are the <br />financial levels for which we are advised the Bureau of Reclamation <br />has the capability to work efficiently and meaningfully. These levels <br />assume the Bureau will be able to work without personnel or travel <br />restrictions. We request the Board to support the removal of the <br />personnel and travel restrictions presently imposed upon the Bureau. <br />Some of these projects listed are included in the President's Budget <br />for fiscal year 1976 (and transition quarter) already submitted to the <br />Congress. However, not all of the items in the President's Budget for <br />Colorado are for Bureau frojects. Colorado projects are funded gen- <br />erously in the President s Budget~ but previously impounded funds <br />should not be looked upon as ''new' funding. In some cases the funding <br />level requested in this statement is different from the President's <br />Budget, but we ask that the Board support at a minimum the amount in <br />the President I s Budget. A summary of the projects and the funding <br />levels requested are: <br /> <br />.. -9- <br />
