.'.

::

.

.

.

.

On March 3, Water's Ways used the materials to teach 14 teachers in Alamosa. They invited
local water experts to speaker in the morning and the afternoon was devoted to learning how to
use the curricuium materials including a look at the guide, doing sample activities, learning about
embedded assessments, looking at resources in the kit, and discussing requirements for pilot
projects. A similar session was held for nine teachers on March lOin Durango.

The March session will be followed in September by a review of how teachers used the kits,
what they like, what they would like to change, how to score student assessments and participate
in a mini assessment scoring conference using student work samples produced using Water's
Ways activities. On May 6, the Water's Ways.program will be presented at a teacher's
conference calied Teaching outside the Box.

Our coordinator and evaluator are also meeting with Dave Munk on status and effectiveness of
the WaterWise Project. The WaterWise kits with the customizes materials developed at our
request were delivered to teachers in iate December and early January.

Water Utility Council Meeting: CWCB was represented at the March meeting of the Colorado
Water Utility Council by Kathie Lucki of the Office of Water Conservation/Conservation
Planning Section. The main topics of discussion were: water quality requirements, integrated
water system's rule, reuse water permit; water operators certification programs, water softener
scams and drought.

Kathie distributed her latest snow-water equivalent drought study graph to the council members
indicating drought is still a matter of concern. The new integrated systems rule could help water
conservation by billing individual apartment dwellers, etc.

Other members of the utility council represented cities of Aurora, Denver, Thornton, Boulder,
Westminster, Lafayette, and Northglenn. Also the Colorado Dept. of Public Health and the
Colorado Water & Power Development Authority were some agencies present at this meeting.

Floodpiain Designations and Approvals: Staff is pleased with the perfonnance and progress by
Montgomery Watson engineers on the technical review of over 15 undesignated floodplain
studies in the CWCB floodplain information library. Those studies have been presented to the
Board during the previous three CWCB meetings via the consent agenda. Montgomery Watson
is more than 50 percent finished with the original contract and will be reviewing a total of 30
floodplain studies. This effort will take a large bite out of the existing backlog of undesignated
studies. .

Hazard Mitigation Grant Program and Unmet Needs Program: On May 17, 1999, President
Clinton issued a disaster declaration for flooding in 12 Colorado counties and their
municipalities as a result of flooding which occurred during the period April 29-May 17, 1999
(incident period). The declaration makes federal assistance available. Mitigation funds are also
availabie to undertake activities that will lessen or reduce the effects of future floods.

In January 2000, additional mitigation funds from FEMA were made available to Coiorado on a
competitive basis through the Unmet Needs Program. The CWCB prepared an application and
received $6 million in additional funds for mitigation projects.

CWCB activities for both the Unmet Needs Program and the Hazard Mitigation Grant Program
over the past six months include:

9
