Steven Griles to serve as Deputy Secretary of the Interior. Griles <br />served at Interior under President Reagan. Griles was the Assistant Secretary for Lands and <br />Minerals Management from 1984 to 1989, Deputy As~istant Secretary for Land and Water from <br />i983 to 1984 and Deputy Director of the Office ofSutface Mining from 1981 to 1983. <br /> <br />Norton Address to National Environmental POlicy ~nstitute: On Mar. 8 Interior Secretary <br />Gaie Norton addressed the National Environmental PGlicy Institute's annual Environmental <br />Summit in Washington, D.C. The conference was entitled "Democratizing Environmental <br />Policy: Moving State and Local Priorities into Washil).gton." A copy of Norton's written remarks <br />are attached. . <br /> <br />FY2002 Budget: President George W. Bush released: a sununary of his budget request on <br />February 27, to be followed by the traditional, more <\etailed budget documents in April. The highlights for the Department of the 'Interior are attached. <br /> <br />Clean Water ActITMDLs: On Feb. 28 the HOUlle Infrastructure and Transportation <br />Committee's Subcommittee on Water Resources and Environment held a hearing on several <br />Clean Water Act (CW A) regulations adopted by the q;linton administration. Representing the <br />National Governors Association (NGA), North Dakota Governor John Hoeven spoke about <br />CW A reauthorization, watershed management, nonp~int source management, state revolving <br />funds, total maximum daily ioads (TMDLs), concenltated animal feeding operations (CAPOs), <br />and other issues. . <br /> <br />On the subject ofTMDLs, Hoeven urged Congress t6 adopt a CW A amendment providing states <br />with fifteen years to comply with the recent TMDL regulations.
