<br />,"": . <br /> <br />Floodplain Management Workshop: During the meetings of the Rio Grande Headwaters <br />Restoration Project Technical Advisory Committee CTAC), concerns were raised about the need. <br />for education and training in floodplain management. 13ecause the CWCB staff and the Coiorado <br />Association of Stormwater and Floodplain Managers (CASFM) had prepared a day-long <br />workshop entitled Floodplain Management 101 approxUnatelythree years ago, it was believed <br />that the start of a workshop for the San Luis Valley was already avaiiable. . <br /> <br />The CWCB staff invited four volunteers from CASFM to spend the majority of the day on Mar. 14 <br />reviewing the materials from the previous workshop, as well as some other materials, in order to develop <br />updated workshop materials. These volunteers represented two consulting firms and two local <br />govemments. Based on feedback from 1998 workshop attendees and the insights of the volWlteer <br />reviewers, some substantial revisions and updates wer~ developed. CWCB staff and the reviewers will <br />edit the workshop Power-Point materials and notebook materials over the next two months or so. When <br />the materials have been finalized, a workshop will be scheduied in the San Luis Valley, probabiy in July <br />or August. Then the "show" will be "taken on the road" elsewhere in Coiorado. Most likely 3 or 4 <br />workshopa will be conducted after the San Luis Valley workshop. The materials will also be made <br />availabie on the CWCB website. <br /> <br />Alamosa River Restoration Project; The CWCB is rroviding funding for the construction of <br />river restoration improvements in a 20-mile reach oftj1e Alilmosa River downstream of Terrace <br />Reservoir. The project sponsors and CWCB staff are preparing a detailed Scope of Work forthe <br />project. The final Scope of Work will describe the necessary steps to complete the fmal design <br />of the river improvement components and to construci them. A second draft Scope of Work has <br />been prepared by the project sponsors and is being reviewed by the CWCB staff. A meeting to <br />finalize the Scope will be held on March 21, 2001. OjJ.ce the Scope of Work has been <br />completed, a contract will be signed to initiate the de~ign work. Design will be performed during <br />the summer and fall of 2001. Construction will begin; once the design is ready, pennits have <br />been obtained and weather and stream conditions are suitabie. <br /> <br />San Juan and DOlores: River Issues <br /> <br />ALP Meeting: On Mar. 8 Reclamation hosted a meeting in Durango to discuss the next steps of <br />impiementing the recently passed ieglslation to construct "ALP-Light" and the Ute Indian Water <br />Rights Settlement Agreement. One of the action that needs to be teken is a re-negotiation of the <br />cost sharing agreement, taking into accoWlt a smalier:project. The CWCB has more than $5 <br />million allocated for our portion and the Colorado W~ter and Power Authority has about $42 <br />million set-aside. In addition, about 5,200-acre feet of water is allocated for the state and we <br />need to decide how to best utilize this water. This water could cost as much as $18 million to <br />develop. Ifwe were to allow the Tribes to develop this water we could contract with the Tribes <br />to hoid this water until future needs develop. This water is in addition to 2,600-acre feet of <br />storage allocated for municipal and industrial use by non-Indians. <br /> <br />Yampa River Ba~in Issues <br /> <br />Yampa Basin Plan: Work continues to progress toVli,ard the completion of a Yampa River Basin <br />Plan. The plan is intended to provide the USFWS with a consensus recommendation about how <br />the Upper Colol'ado River Endangered Fish Recovery Program will allow water development in <br />the Yampa River Basin to continue for the next several decades while the fish species are <br />recovered.
